To all WOAH suppliers and Experts
WOAH is undergoing a digital transformation to enhance the management of all invoices received by its suppliers and experts.
Critical to improving its financial management, WOAH is implementing a new tool – titled Procure-to-Pay (P2P) integrating all procurement and accounts payable systems. Procure to Pay (P2P) was selected given its compatibility with WOAH’s existing accounting software (SAGE).
Logistically and technically, implementing any new organisation-wide system is always challenging. This integrated and collaborative tool, P2P will support all procurement and accounts payable processes and lead to numerous key benefits, such as:
- Strengthening and optimizing procurement processes from purchase order to payment of invoice payment via a fully automated process
- Accelerating time-to-value, making invoice processing less stressful and quicker
- Offering a more intuitive experience to all users improving relationships with suppliers and experts
- Improving transparency, accountability, efficiency, and accuracy of invoice processing.
The new P2P tool will be effective on 1 January 2024. As of this date, any purchase made by a WOAH staff must be supported by a purchase order. All suppliers and experts will need to report the purchase order number on the invoice submitted to WOAH. Suppliers and experts can only establish one invoice per purchase order.Thismeans that several purchase orders cannot be grouped into one invoice.
As of 1 January 2024, all invoices shall be sent to the following email address [email protected]. The current email address ([email protected]) will not be used for this purpose and any invoice received by this email address will not be treated.

WOAH may only conclude a contract with the prospective contractor after a minimum period of 30 days following the date of publication of an Ex Ante Notice.
Award notices
Publication of information on recipients
As part of its mission to deliver transparency, within two months of signing any grant, sub-grant and procurement contract above € 2,500, WOAH shall publish the following information:
- Nature of the procurement contract/grant/sub-grant;
- Year of award;
- Title and purpose;
- Name and locality;
- EU associated funding reference number (when relevant).
This information shall be published with due observance of the requirements of confidentiality security and in particular the protection of personal data.
