Agreement with the Secretariat of the Pacific Community (SPC)
AGREEMENT BETWEEN
THE SECRETARIAT OF THE PACIFIC COMMUNITY (SPC)
AND
THE OFFICE INTERNATIONAL DES EPIZOOTIES (OIE)
Adopted by the OIE on 9 September 1999 and by the SPC on 16 September 1999
Background
As the world organisation for animal health, the main objectives of the Office International des Epizooties (OIE) are to inform Governments of the occurrence and course of animal diseases throughout the world, and of ways to control these diseases, co-ordinate, at the international level, studies devoted to the surveillance and control of animal diseases, and harmonise regulations for trade in animals and animal products among Member Countries.
The Secretariat of the Pacific Community (SPC) is a non-political advisory and consultative international organisation providing technical advice, training, assistance, and dissemination of information in social, economic and cultural fields to twenty-two governments and administrations of the Pacific region.
Areas of regional cooperation
Both organisations recognise the value of establishing an agreement of regional cooperation to the benefit of the common Member Countries of the Pacific region and for the international community.
The parties may agree to joint activities in the following fields:
1. Cooperation with the Pacific countries in order to strengthen the national institutions responsible for the control of animal diseases and the collection and dissemination of animal health information;
2. Exchange of information and establishment of consultation procedures concerning working programmes and projects and technical documents likely to interest both parties;
3. Organisation of joint meetings between the OIE Regional Commission for Asia, the Far East and Oceania and the Heads of Veterinary Services in the Pacific region;
4. Organisation of meetings and seminars on veterinary epidemiology, including disease surveillance, and risk analysis methods;
5. Organisation of meetings and seminars on animal health and veterinary public health;
6. Dissemination and promotion of the OIE standards, particularly the International Animal Health Code1 and the Manual of Standards for Diagnostic Tests and Vaccines2;
7. In addition to the above-mentioned areas of cooperation, the SPC shall encourage those of its members that are not members of the OIE to participate in the OIE information network for animal health and aquatic animal health.
Reciprocity
1. The Director General of the SPC shall invite the Director General of the OIE to participate in, or be represented at, with no voting rights, meetings of the SPC in which the OIE may have an interest, such as the Conference of the Pacific Community and meetings organised within the framework of the SPC Animal Health Service.
2. The Director General of the OIE shall invite the Director General of the SPC to participate in, or be represented at, with no voting rights, the meetings of the OIE Regional Commission for Asia, the Far East and Oceania, and other events of mutual interest organised by the OIE Regional Representation for Asia and the Pacific.
Validity and duration
The present agreement will enter into force once signed by both parties and shall be of indefinite duration. Either of the parties may propose amendments to the original text. Either party may terminate this agreement by means of an official notification giving three months’ notice and which states the reasons for termination.
