In partnership, the WHO and WOAH (founded as OIE) are rolling out interactive IHR/PVS National Bridging Workshops (NBWs) targeting a truly operational One Health approach at national level.

One Health Integration: WHO IHR – WOAH PVS National Bridging Workshops

Poor intersectoral collaboration has been an all too common PVS report finding over the last decade. While the WOAH PVS Pathway supports country compliance with WOAH international standards, the WHO has developed the International Health Regulations Monitoring and Evaluation Framework (IHR MEF) to support capacity in responding to public health events. The equivalent to the PVS Evaluation step on the human health side is the WHO Joint External Evaluations (JEE), a tool which is also based on an independent assessment of the country’s capacity to comply with the IHR. In countries where PVS missions took place, PVS Pathway experts participate to JEE missions, bringing additional expertise related to zoonoses, food safety, AMR, real time surveillance and workforce development to the table.
The NBW workshops, with equal participation by the Human Health and Animal Health sectors, enable countries to explore in depth overlapping areas between the IHR framework and the PVS Pathway, and develop, where relevant, appropriate bridges to facilitate coordination between sectors, to jointly address major health security risks, many of which are zoonotic.
Using a structured approach and interactive methodology, these 3-day workshops allow participants to collectively review, side-by-side, the country PVS and JEE reports, and identify practical next steps and activities for the development and implementation of a joint national roadmap to strengthen collaboration and coordination between health sectors.
Specific objectives of the workshop:
- Brainstorming: Discuss the outcomes of IHR and PVS Pathway country assessments and identify ways to use the outputs,
- Advancing One Health: Improve dialogue, coordination and collaboration between animal and human health sectors to strategically plan areas for joint action and synergistic approach,
- Building Sustainable Networks: Contribute to strengthen the inter-sectoral collaboration through improved understanding of respective roles and mandates,
- Strategic planning: Inform planning and investments (including the WHO National Action Plan for health Security) based on a structured and agreed identification of needs and options for improvement.
