Monitoring transparency of Veterinary Services

Transparency is important for Veterinary Services to effectively limit the spread of diseases, facilitate the safe trade of animals and animal products, generate trust between partners and enable cooperation on global issues. The World Organisation for Animal Health (WOAH, founded as OIE) develops international standards related to transparency, including disease notifications. Monitoring transparency of Veterinary Services can bring valuable insights for both WOAH and WOAH Members.

Through its Annual Report, the Observatory presents a global overview of the level of uptake of WOAH standards that relate to transparency.

How did we monitor the implementation of transparency standards? 

Monitoring the implementation of standards related to transparency of Veterinary Services requires building and analysing indicators using various data sources.  

What transparency indicators did we use to monitor the implementation of these standards?  

Several indicators made it possible to monitor the implementation of standards related to transparency, among them:  

Lag between the confirmation of a listed disease and the submission of an immediate notification to WOAH  
Confidentiality status of PVS reports 
Performance of Veterinary Services regarding transparency, as assessed by the PVS Tool:

– Percentage of Members that have been assessed with a Level of Advancement of 3 or more for the Critical Competency IV-6 related to transparency 

Number of Members that have published a national report on the use of antimicrobials 

What data sources did we use to build transparency indicators?  

Four main data sources made it possible to build the monitoring indicators:  

Lag between the date of confirmation of a listed disease and the date the immediate notification was sent to WOAH: data extracted from WAHIS immediate notifications (2005-2021) 
Confidentiality status of the PVS reports corresponding to PVS Evaluation, Follow-up and Gap Analysis missions: PVS dataset, as compiled and provided by the WOAH Capacity Building Department (2006-2021)  
Performance of Veterinary Services on transparency: PVS dataset, as compiled and provided by the WOAH Capacity Building Department (2016-2021)     
Members that have published a national report on the use of antimicrobials: specific question about the existence of such a publicly available report at national level in the annual reports on the use of antimicrobials submitted to WOAH (2016-2021)
