The mission of the Data Integration and Analytics Department (DIAD) is to enhance WOAH’s decision-making capacities by analysing data from diverse internal and external sources and providing evidence-based insights for WOAH, its Members and partners. Through advanced analytics, data integration and knowledge generation, DIAD supports data-driven decision-making across the Organisation. In the past years, WOAH has been seeking to strengthen its knowledge and capacity on gender equality, disability and social inclusion (GEDSI) in recognition of its impact on the realisation of human rights, organisational performance and the delivery of activities in the veterinary sector. GEDSI has been recognised in the enablers in the recently endorsed 8th Strategic plan of the organisation. WOAH’s Gender and Inclusion Task Force (GITF), through its Data Workstream, has generated datasets and analytical outputs that provide valuable insights into GEDSI dynamics across WOAH’s ecosystem, particularly among external stakeholders such as PVS Pathway experts and Member-level systems. Disaggregated data has also been collected on several occasions, in particular for attendants to WOAH meetings. In parallel, WOAH has advanced efforts to mainstream gender considerations into its activities, including the piloting of gender-sensitive questions within PVS Pathway missions. Despite these efforts, existing data and analytical outputs remain fragmented and underutilised. There is currently an opportunity to consolidate available datasets, strengthen the analysis of GEDSI-related evidence and generate actionable insights to support more inclusive programme design and implementation across WOAH and its Members. In this context, DIAD, in collaboration with Institutional Affairs and Partnerships Department (IAPD), is offering an internship opportunity for a motivated student interested in GEDSI data analysis and evidence-based policy. Based at WOAH Headquarters in Paris, the intern will contribute to a strategic initiative aimed at strengthening the use of GEDSI data within WOAH operations and supporting future organisational initiatives related to GEDSI. |
| Job Description |
| Positioning and reporting Under the authority of Head of the Data Integration and Analytics Department (DIAD), and the direct supervision of the Senior Scientific Officer of DIAD. The intern will also be technically supervised by the Gender Technical Advisor of IAPD. |
| Job purpose: Master thesis project The purpose of this internship is to support the consolidation, analysis and interpretation of existing GEDSI-related quantitative and qualitative data to generate evidence supporting inclusive policies, programmes and decision-making across WOAH. |
| Missions and activities – Consolidate and harmonise existing GEDSI-related datasets, reports and analytical outputs produced by WOAH departments, projects and working groups. – Conduct quantitative analyses of available datasets to identify trends, patterns and GEDSI-related disparities across WOAH stakeholders and programmes. – Support the design, implementation and analysis of internal and external surveys related to GEDSI, including questionnaire development, data extraction, statistical analysis and visualisation of results. This may include e setting up and administrating ,an internal survey on staff feedback on inclusion at WOAH. – Conduct qualitative analysis of existing reports, studies and documentation related to GEDSI within WOAH and Member-level systems. – Ensure methodological consistency and document assumptions, limitations and quality considerations associated with available datasets. – Perform a desk review of relevant external literature and secondary data sources related to GEDSI dimensions within the veterinary workforce and animal health sector. – Support the extraction, organisation and interpretation of available veterinary workforce data at national and regional levels. – Identify data gaps, analytical opportunities and potential areas for strengthening GEDSI-responsive evidence generation within WOAH. – Develop evidence-based findings and recommendations to support programme development, strategic planning and future GEDSI initiatives. – Support the development of training materials, presentations and other learning resources for internal staff and external stakeholders to strengthen GEDSI awareness and capacity across WOAH and its Members. – Contribute to the preparation of communication products for WOAH staff and management. – Develop data visualisations and dashboards (where appropriate) to communicate key findings to WOAH audience and beyond if relevant. The Head of DIAD may, when necessary, assign to the incumbent, any other duties, responsibilities and activities within the intern’s area of competence. Expected deliverables – One final report compiling the scouted datasets and their analytical results presenting methodologies – One factsheet summarising key findings and insights for WOAH-internal stakeholders including managers at decision-makers levels. – A small article to be published in relevant platforms (WOAH newsletter, Animal echo or any other relevant platforms) – A clean and documented harmonised dataset (or analytical database), together with metadata and methodological documentation. – This includes analytical pipelines for recurring GEDSI datasets such as WOAH General Session participants. |

| Qualifications and Experience Required Qualifications – At least one year studying at Master’s level (or equivalent) in data science, statistics, international development, gender studies, political science, sociology or other relevant fields with strong focus on quantitative data analysis Required Skills Technical Skills – Strong analytical and quantitative skills, including data management, statistical analysis and data interpretation. – Experience using R and/or Python for statistical analysis, reproducible research and data visualisation. – Ability to analyse and interpret data through a GEDSI lens. – Experience in conducting literature review of peer-reviewed and grey literature on GEDSI within the veterinary and animal health sectors – Excellent analytical, problem-solving and critical-thinking skills. – Good working knowledge of Microsoft Office applications, particularly Excel, Word and PowerPoint. – Excellent knowledge of English, both spoken and written. DIAD is hosting a doctoral research project, provisionally titled “Assessing the Impact of the Uptake of WOAH Standards on Animal Health Outcomes”, funded by the European Commission’s Directorate-General for Trade.. The project will draw on quantitative data analysis, expert engagement, and advanced statistical modelling to generate rigorous, policy-relevant evidence on the impact of WOAH standards adoption on animal health outcomes across countries and over time. The research will include both data-driven investigations and more structured approaches based on economic modelling to integrate the behaviors of farmers, veterinaries and national health authorities. The Research assistant will be jointly supervised academically by INRAE scientists (UMR SMART and UMR BIOEPAR) and will work in close collaboration with these supervisors and relevant WOAH technical teams. |
| Job purpose The research assistant will design and conduct a multi-year research project assessing the impact of the uptake of WOAH standards on animal health outcomes. Hosted within DIAD and jointly supervised by INRAE scientists, they will take scientific ownership of the research across three interconnected work streams: quantitative analysis of WOAH and external data, structured expert engagement and elicitation, and the integration of data and expert knowledge within a coherent statistical framework. Different options will be tested to design this framework that may integrate more or less structured assumptions based on economic modelling and epidemiology. The research assistant will ensure that research is conducted to the highest scientific standards and will be responsible for delivering peer-reviewed publications, policy briefs, and other outputs relevant to WOAH Members, the European Commission, and international partners. |
| Missions and activities Design and conduct the quantitative research – Develop a conceptual framework formalising the causal pathways linking WOAH standards uptake to animal health outcomes, identifying key confounders, effect modifiers, and data requirements. This step may include revision and recategorization of Observatory Monitoring Indicators, currently considered monitoring level of uptake of WOAH Terrestrial and Aquatic Animal Health Codes. Key variables and indicators of the conceptual framework are to be identified and selected with the help of experts and a dedicated literature review. To some extend the formalisation of causal pathways may rely on economic modelling that integrate the behaviours of actors (farms, firms and public authorities) and their interactions. – Identify, retrieve, and critically assess relevant data from WOAH systems and external sources, and ensure their fitness for purpose through appropriate cleaning, harmonisation, and documentation. – Design the study and select analytical methods appropriate to the research questions, the structure of available data, and the inferential objectives of the project, with a view to supporting credible causal conclusions. – Conduct the analyses, assess the robustness of findings, and document all methodological choices transparently to ensure reproducibility. Design and conduct expert interviews and elicitation – Design and implement a strategy to engage WOAH specialists, national veterinary authorities, and external domain experts across diverse geographical and institutional contexts. – Design, pilot, and conduct semi-structured expert interviews to elicit views on mechanisms, implementation challenges, and contextual factors influencing standards uptake and impact. – Perform systematic analysis of interview material to identify recurring patterns and causal narratives. – Design and implement formal expert elicitation protocols where quantitative expert judgements are needed to complement observational data. Integrate evidence and develop the statistical modelling framework – Develop a statistical modelling framework to jointly analyse observational data and expert-elicited information, allowing uncertainty to be propagated transparently and heterogeneity to be explicitly modelled. – Produce estimates and probabilistic statements that are directly relevant to policy decision-making, and support scenario analyses and counterfactual simulations as appropriate. Disseminate findings and contribute to departmental activities – Prepare and submit at least two peer-reviewed publications and contribute to policy briefs for WOAH Members and the European Commission. – Present findings at scientific conferences and WOAH events. |

The World Organisation for Animal Health (WOAH) marked its 100th anniversary with an online conference, covering an overview of its rich history, evolution, and vision for the future of animal health. Attended by over 500 participants, the invitation-only event featured five notable speakers who shared their unique perspectives on this special occasion.
- Dr Monique Eloit, the Director General, set the tone with a compelling keynote address, reflecting on the organisation’s pivotal role in global issues over the past century and providing insightful lessons for the future.
- Dr Montserrat Arroyo, Deputy Director General, presented the Foresight Project WOAH is undertaking. The Foresight Project is engaging a diverse group of professionals to explore and design emerging futures, ensuring such scenarios remain at the forefront of animal health challenges.
- Dr Fajur Sabah Al Salloom, Director for Animal Health from the Ministry of Municipalities Affairs and Agriculture in the Kingdom of Bahrain, shared an insightful speech on her own experience as WOAH Delegate for Bahrain and the essential need to strengthen Veterinary Services.
- Dr Debbie Eagles, Acting Director of CSIRO’s Australian Centre for Disease Preparedness, a cornerstone of WOAH’s collaborative network, underscored the importance of collaboration and innovation, as well as including the One Health approach in every discussion, for improved animal health worldwide.
