The Emergency Preparedness and Resilience Department (EPRD) is placed in the Directorate General in charge of Global Framework and Capacity Building of the World Organisation for Animal Health. The Department contributes to the development of international frameworks to sustainably mitigate biological threats which may result from: natural occurrences, such as encroachment on wildlife habitats or disasters; laboratory accidents; or from the deliberate manipulation or release of pathogens. It provides strategic orientation on the development of integrated approaches to emergency management, overseeing the development of initiatives to build laboratory capacity and sustainability, as well as promoting a One Health approach in the management of animal health risks, including wildlife health. Finally, it contributes to the development and implementation of WOAH standards and guidelines on related topics and animal diseases including those in wildlife.
Job Description
Positioning and reporting

Under the authority and direct supervision of the Head of Emergency Preparedness and Resilience Department
Job purpose

The Administrative Officer works with team members across the department to manage and assist with the daily administrative running of department activities, liaising with the rest of the Organisation and external parties to guarantee the smooth coordination of activities. S/he contributes to the coordination of the information flow within the department and provides support to administrative processes. S/he is in charge of providing logistical support to the organisation and coordination of meetings, workshops and other events managed by the EPRD, whether face-to-face or web based. S/he will also bring knowledge management expertise to help build internal systems for knowledge sharing, file management and effective team communications.
Missions and activities                         
                                                               
Provide general administrative support to the activities of the EPRD team:
– Manage the administrative components of EPRD projects, liaising with the project managers and officers and support them in external providers’ administrative process (contracts and sub-grants administrative management);
– Provide guidance to the team regarding administrative processes and participate in the review and improvement of processes;
– Support information sharing and learning within the team;
– Support the planning and follow-up of the activities of the team and provide updated dashboards as required;
– Manage and update databases (of contacts, reports, missions, projects) and Intranet / Extranet / Internet pages pertaining to EPRD;
– Manage filing, scanning and archiving of administrative and technical documents and update registers regularly;
– Support the development and implementation of business rules for the teams’ cloud-based storage (structure, harmonisation, classification);
– Support mission order requests of EPRD staff and support the administrative component for their claims for reimbursement;
– Manage the stationary supplies and stock for the team.  

Assist in the logistical management of events (e.g. trainings, workshops, ad hoc groups)
– Follow-up and update the schedule of face-to-face and web-based events for the Department; 
– Liaise with the relevant parties including staff at Headquarters and in the regions, Delegates, experts, participants;
– Support the logistical organisation of events whether face-to-face or web-based, including: drafting/coordination of invitations/documents, registration, room-booking and equipment preparation, videoconference and webinar management, recruitment of interpreters and management of catering service providers – in coordination with the relevant WOAH Departments, travel requests and claims for reimbursement;
– Participate in the collection and drafting of meeting outcome and assessment reports.  

Provide support to the preparation of technical documents
– Support the preparation, archiving and diffusion of official correspondence and mission/meeting reports in particular with regard to;
– Proofread and edit working documents, letters, and reports;
– Format and circulation of meeting or mission reports;
– Format presentations, working documents and background papers;
– Translate or participate/coordinate in the translation of letters, reports and other relevant documents;
– Organise the translation/copy-editing/design/printing of documents by external service providers and ensure quality control of these external services.  

Knowledge management and monitoring
– Synthesise procedures for the team’s activities (e.g. incident management system, technical Secretariats) into a written format;
– Support the compliance of EPRD with personal data protection requirements (EU GDPR);
– Contribute to updating WOAH’s Customer Relationship Management (CRM) database, including liaising with experts and other stakeholders to update contact details
– Support the team in the collection of data and information to satisfy the indicators set for the different performance indicators related to projects, follow up plan of activities and update dashboards
– Liaise with other department to ensure compliance of the department for archiving and file management  

The Head of Department may, when necessary, assign to the incumbent any other duties within her or his areas of competence.
Requirements
Qualifications and Experience

Qualifications and experience
– Undergraduate degree OR degree in administration, humanities or in any other relevant field
– At least 3 years of professional experience of administrative assistance and administrative project management, with international exposure  

Expected Skills

Technical skills                                      
– Strong computer skills in a Microsoft environment (including Word, Excel, PowerPoint, SharePoint, Teams and Outlook) spreadsheets and databases.
– Strong command of web-based videoconference and webinar platforms (e.g. Zoom, MS Teams, Cisco Webex, etc.)
– Project administrative management, with special reference to contracting, budget control, reporting, and monitoring
– Web content management (standard CMS such as WordPress)
– Knowledge management and organisational learning

Working conditions

Full-time position based at WOAH Headquarters in Paris, [involving regular international assignments.]  
Salary: The monthly salary ranges from EUR 2200 brut to EUR 2400 brut , depending on experience and qualifications, with allowances based on eligibility. The salary is exempt from income tax in France.
Contract Type: WOAH Staff – Fixed-term contract.
Duration: Three (3) years, renewable.
Start date : Quarter 3-4 2026

The Data Integration & Analytics Department (DIAD) leads the data management and analytics efforts of the organisation. DIAD is hosting a doctoral research project, provisionally titled “Assessing the Impact of the Uptake of WOAH Standards on Animal Health Outcomes”,  funded by the European Commission’s Directorate-General for Trade.. The project will draw on quantitative data analysis, expert engagement, and advanced statistical modelling to generate rigorous, policy-relevant evidence on the impact of WOAH standards adoption on animal health outcomes across countries and over time.
The research will include both data-driven investigations and more structured approaches based on economic modelling to integrate the behaviors of farmers, veterinaries and national health authorities.
The research assistant / doctoral candidate will be enrolled in the Doctoral School of Economics, Management, Geography and Spatial Planning – Brittany (École Doctorale Économie, Gestion, Géographie et Aménagement – Bretagne, ED 597 EDGE-Bretagne; https://ed-edge.doctorat-bretagne.fr/presentation-de-lecole-doctorale-edge) and will be jointly supervised by scientists from Institut National de Recherche pour l’Agriculture, l’Alimentation et l’Environnement (INRAE), Unité Mixte de Recherche Structures et Marchés Agricoles, Ressources et Territoires (UMR SMART) and  Unité Mixte de Recherche Biologie, Épidémiologie et Analyse de Risque en santé animale (UMR BIOEPAR). WOAH is seeking to recruit the doctoral candidate who will carry out this research while embedded in the DIAD team.
Job Description
Positioning and reporting
Under the authority of WOAH’s Deputy Director General (Standard Setting and Implementation), and the direct supervision of the Head of the Data Integration & Analytics Department (DIAD). The Research assistant will be jointly supervised academically by  INRAE scientists (UMR SMART and UMR BIOEPAR) and will work in close collaboration with these supervisors and relevant WOAH technical teams.  
Job purpose
The research assistant will design and conduct a multi-year research project assessing the impact of the uptake of WOAH standards on animal health outcomes. Hosted within DIAD and jointly supervised by INRAE scientists, they will take scientific ownership of the research across three interconnected work streams: quantitative analysis of WOAH and external data, structured expert engagement and elicitation, and the integration of data and expert knowledge within a coherent statistical framework. Different options will be tested to design this framework that may integrate more or less structured assumptions based on economic modelling and epidemiology. The research assistant will ensure that research is conducted to the highest scientific standards and will be responsible for delivering peer-reviewed publications, policy briefs, and other outputs relevant to WOAH Members, the European Commission, and international partners.
Missions and activities

Design and conduct the quantitative research
– Develop a conceptual framework formalising the causal pathways linking WOAH standards uptake to animal health outcomes, identifying key confounders, effect modifiers, and data requirements. This step may include revision and recategorization of Observatory Monitoring Indicators, currently considered monitoring level of uptake of WOAH Terrestrial and Aquatic Animal Health Codes. Key variables and indicators of the conceptual framework are to be identified and selected with the help of experts and a dedicated literature review. To some extend the formalisation of causal pathways may rely on economic modelling that integrate the behaviours of actors (farms, firms and public authorities) and their interactions.
– Identify, retrieve, and critically assess relevant data from WOAH systems and external sources, and ensure their fitness for purpose through appropriate cleaning, harmonisation, and documentation.
– Design the study and select analytical methods appropriate to the research questions, the structure of available data, and the inferential objectives of the project, with a view to supporting credible causal conclusions.
– Conduct the analyses, assess the robustness of findings, and document all methodological choices transparently to ensure reproducibility.

Design and conduct expert interviews and elicitation
– Design and implement a strategy to engage WOAH specialists, national veterinary authorities, and external domain experts across diverse geographical and institutional contexts.
– Design, pilot, and conduct semi-structured expert interviews to elicit views on mechanisms, implementation challenges, and contextual factors influencing standards uptake and impact.
– Perform systematic analysis of interview material to identify recurring patterns and causal narratives.
– Design and implement formal expert elicitation protocols where quantitative expert judgements are needed to complement observational data.

Integrate evidence and develop the statistical modelling framework
– Develop a statistical modelling framework to jointly analyse observational data and expert-elicited information, allowing uncertainty to be propagated transparently and heterogeneity to be explicitly modelled.
– Produce estimates and probabilistic statements that are directly relevant to policy decision-making, and support scenario analyses and counterfactual simulations as appropriate.

Disseminate findings and contribute to departmental activities
– Prepare and submit at least two peer-reviewed publications and contribute to policy briefs for WOAH Members and the European Commission.
– Present findings at scientific conferences and WOAH events.

Required Qualifications
– A Master’s degree (or equivalent) in statistics, econometrics, economics, epidemiology, data science, or a related quantitative discipline;
– Strong foundation in statistical inference, quantitative research methods, and study design;
– Proficiency in at least one statistical programming language (R, Python, Stata);
– Demonstrated capacity for independent research and academic writing;
– Excellent written and oral communication skills in English.  

Additional Qualifications
– Prior knowledge or training in causal inference and impact evaluation methods;
– Familiarity with Bayesian statistical methods;
– Experience with qualitative research methods, including semi-structured interviewing or thematic analysis;
– Knowledge of animal health, public health, or veterinary systems;
– Experience working in or with international or intergovernmental organisations;
– Knowledge of French or Spanish (WOAH official languages).
