Subregional Representative – WOAH SRR Brussels, Belgium

Context
Mission of the Organisation

The World Organisation for Animal Health (OIE) is the intergovernmental organization responsible for improving animal health worldwide. Its standards are recognized by the World Trade Organisation. Headquartered in Paris, the Organisation has 183 members and 13 regional or subregional offices, including 3 in Europe: the Regional Representation in Moscow and two Subregional Representations in Astana and Brussels.
Among the 53 countries of the WOAH’s European Commission, the Subregional Representation in Brussels is tasked with developing and maintaining relationships with institutions based in Brussels, including the European Commission, and with WOAH Members in the subregion, which includes the Member States of the European Union.
Job Description
Positioning and reporting

Under the hierarchical authority of the Director-General and the functional authority of the Deputy Director-General (Institutional Affairs and Regional Actions), and in close collaboration with the Regional Representative, the Subregional Representative will be responsible for implementing the WOAH’s programs in the subregion. Specifically, the role will focus on supporting the management of regional actions that align with the WOAH’s priorities.
The Subregional Representative will support the secretariat of the GF-TADs (Global Framework for Transboundary Animal Diseases) for the European region and will also serve as the secretariat for the GF-TADs related to rabies in the European region. Additionally, they will provide secretariat services for the regional platform for animal welfare. Finally, the representative will participate, in coordination with other regional offices and partners in the regional quadripartite, in actions related to the “One Health” concept.
Missions and activities

Ensures the strategic direction and implementation of activities, as well as the monitoring of the regional roadmap of the WOAH Subregional Office in Brussels: including Veterinary Services capacity-building programs, the Global Program for Better Veterinary Governance, and coordinated actions with WHO, FAO, and UNEP within the “One Health” concept framework.

Ensures the maintenance of cooperation and harmonization at the regional level in the implementation of activities based on WOAH’s strategic objectives, addressing regional needs in collaboration with the other two regional offices.

As the primary point of contact for WOAH with its Members in the subregion, ensures the follow-up of technical relations with Members, institutional and scientific partners within the network.

Leads and manages the Brussels office team, including the establishment and technical and budgetary monitoring of WOAH’s program activities in the subregion.
Scope of Relationships for the Position 
The Subregional Representative will work in constant collaboration with:
The various departments at WOAH’s headquarters, particularly with the Regional Actions Department.
The WOAH Regional and Subregional Representations in Moscow and Astana.
The Veterinary Services in the subregion, with whom she will need to develop and maintain close professional relationships.
Subregional partners, as well as regional animal welfare partners.
Requirements
Qualifications et Experience

– Degree in Veterinary Medicine

Job-related Skills

Technical Skills:
– Veterinary Medicine
– At least 15 years of experience in veterinary public health
– At least 5 years of supervisory experience
– At least 5 years of international experience
– Proficiency in English (both written and spoken)
– Proficiency in computer tools

Interpersonal Skills:

– Ability to work in a team, motivate, and develop the skills of team members
– Experience in institutional relations
– Strong adaptability and flexibility in intercultural environments
– Excellent advocacy and communication skills
– Strong organizational skills and initiative

Additional Information
Working conditions

– Salary: commensurate with qualifications and experience
– Contract duration: 2 year fixed term contract, with the possibility of renewal.
