Head of the Publications Unit
Type of Contract & duration: WOAH Staff – 24 months
Salary package to advertise: 3000-3500 € nets per month (French tax exempt) + Bonus (quality & responsibility – equivalent to 2 monthly base salary)

Positioning and reporting

Under the authority of the Deputy Director General (International Standards and Science) and the direct supervision of the Head of the Science Department. Supervising a team of four and external consultants.
Job purpose

The Head of the Publications Unit contributes to the dissemination of accessible, high-quality and up-to-date scientific information on veterinary public health and animal health and welfare. He/She is in charge of ensuring the performance of the activities of the Publications team, and for providing strategic guidance and support for online publications. He/She oversees the team’s design, planning and timely production and dissemination of high-quality publications. He/She is further responsible for the management of publication policies to strengthen the WOAH’s publication model and to support enhanced visibility and outreach of the Organisation.
Missions and activities

Supply strategic guidance
– Support the design and implementation of strategic initiatives and refine the Unit’s Publications Strategy in alignment with the Organisation’s goals;
– Promote the valorisation of the Unit’s work within the Organisation as a whole;
– Manage relationships with a range of stakeholders, including WOAH staff, partner organisations and external parties.  

Provide leadership and management
– Translate strategic goals into team objectives and monitor collective performance;
– Foster a positive and productive environment through constructive feedback;
– Oversee tasks to ensure the delivery of the team’s missions;
– Recruit staff members, support competency development and engage in active annual performance appraisal;
– Refine the internal procedures of the Unit.  

Manage the delivery of the team’s missions
– Coordination of publications planning and conception;
– Ensure the Unit is the focal point for knowledge on publications within the WOAH (HQ and the regions);
– Oversee the publication of outside or joint publications;
– Review final proofs pre-publication.  

Management of publications
. Oversee the Unit’s budget;
. Manage a rolling list of publications, ensuring forecasting of relevant resources;
. Coordinate and manage copyright and permissions requests;
. Develop and manage co-publishing agreements & memoranda of understanding.  

Publications process improvement
. Improve publications procedures and ensure buy-in from WOAH staff;
. Liaise with other Units/Departments on creating policies of mutual benefit;
. Support the development of new products or new ways of dissemination.

. Liaise with the Documentation Cell on the online indexation of WOAH articles/archiving of publication files;
. Collaborate with the Communication Department on how to improve visibility of the Organisation’s publications;
. Coordinate with the DDG ISS on priority areas for publication.  
Qualifications and experience

Required qualifications

. A Bachelor’s degree in publishing, English, literature, linguistics, communications, journalism or another relevant field;
. At least 10 years of professional experience, including 8 years working in publishing;
. At least 5 years of experience in management; At least 3 years of experience in an international environment.


Technical skills

. Ability to work in English at a high level;
. Proficiency in a second WOAH official language (Spanish or French);
. Strong analytical skills;
. Good computer skills in a Microsoft environment.  

Additional technical skills (asset)
. Proficiency in proofreading and editing;
. Understanding of publishing agreements and technologies.

. Excellent leadership skills and the capacity to motivate and develop team members;
. Excellent organisational skills, with a proven ability to multitask and work to deadlines;
. Excellent communication skills (verbal, written, interpersonal, presentations);

Working conditions

The post is a full-time position based at the WOAH Headquarters in Paris. It requires long hours in a seated position at a computer.
