ASSIGNMENT: INDIVIDUAL CONSULTANT FOR ISO9000/9001 QUALITY MANAGEMENT CERTIFICATION (WORLD ANIMAL HEALTH INFORMATION DEPARTMENT)
Context
The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. Joining WOAH means taking part in the development of one of the leading international organisations, recognised and associated with other multilateral institutions, in the field of worldwide health. It means helping to build a global approach to health, combining animal and human health in a “One Health” approach.  

To support its work, WOAH may use individual consultants to provide ad hoc support for tasks that cannot be carried out by members of its staff. An individual consultant works in his own name, for the duration of his assignment at WOAH, to the exclusion of any other principal and without being attached to any employer.  
WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters.  
Description of the individual consultant assignment
Positioning and reporting
The individual consultant will report to the Deputy Head of the WOAH World Animal Health Information Department.  
Mission objectives
WOAH is implementing a Quality Management Programme led by WAHIAD. The programme aims to:
– achieve ISO/IEC 9000/9001 certification by implementing an auditable Information processing process,
– deploy a Quality Management System (QMS) to support quality processes, document control, audits, non-conformities, corrective actions (CAPA), reporting and continuous improvement.

This ToR defines the scope and expected results for external support to accelerate delivery, ensure audit readiness, and enable sustainable operations.

The consultant(s) will support WOAH to:
A. ISO/IEC 9000/9001 certification
– Define and confirm scope, governance, and operating model.
– Conduct a structured gap assessment and deliver a roadmap and prioritised action plan.
– Design and implement the documentation and evidence model (policies, procedures, records).
– Prepare and support internal audits, management reviews, and certification audits (Stage 1 and Stage 2).
– Support remediation and closure of any findings/nonconformities.  

B. Sustainability and adoption
– Establish a pragmatic framework for continuous improvement: ownership, review cycles, metrics, and governance.
– Enable internal teams via knowledge transfer.  
Activities and deliverables  

Scope of work (tasks)
The mission is expected to include (non-exhaustive):
Phase 1 — Initiation & assessment
– Kick-off, stakeholder mapping, governance and working cadence.
– ISO/IEC 9000/9001 readiness review and maturity assessment.
– Define scope boundaries and responsibilities (WAHID and other stakeholders).
– Produce a baseline risk and issue register and a detailed delivery roadmap.  

Phase 2 —  design and implementation
– Support creation/consolidation of:  policy framework ( policy set, control policies) risk assessment method, risk register, risk treatment plan procedures and records (document control, incident management linkage, access control governance, etc.)
– Build an evidence model: what evidence is required, where stored, who produces, frequency, and audit trails.  

Phase 3 — Audit preparation & certification support
– Internal audit programme: plan, checklists, execution support, reporting.
– CAPA process design (or reinforcement) and follow-up mechanism.
– Management review preparation (inputs, agenda, outputs).
– Support certification audit readiness activities and participation during Stage 1 / Stage 2.  

Phase 4 — QMS deployment support and adoption
– Implementation plan and success criteria.
– Configuration guidance (workflows for document control, audits, nonconformities, CAPA, improvement actions).
– Migration approach for existing documents/records.
– Training/adoption plan, pilot, rollout. Handover package and operational playbook.  

Deliverables  
The consultant(s) must provide, at minimum:
Project charter & delivery roadmap (including milestones, dependencies, RACI).
ISO/IEC 9000/9001 gap assessment report and prioritised remediation plan.
Documentation package (or consolidation support) including: scope/context; risk methodology; risk register & treatment plan; key policies/procedures; evidence model.
Internal audit programme (plan, templates/checklists, audit reports, CAPA tracker).
Certification readiness pack (Stage 1/Stage 2 preparation, evidence index, audit support notes).
QMS rollout plan (implementation approach, training/adoption).
Knowledge transfer & handover package (operating model, governance cadence, KPIs, playbooks).
All deliverables must be provided in English in editable formats (e.g., MS Word/Excel/PowerPoint).  

Governance, reporting and ways of working
– The consultant reports to WAHID (designated project lead will be provided).
– Regular working sessions and governance updates
– Written status report including progress, upcoming activities, risks/issues, decisions required.  

Expected timeline (indicative)
A typical sequence is:
– Month 1: initiation + gap assessment + roadmap
– Months 2–4: implementation + evidence building + internal audits
– Months 4–6: QMS deployment support + certification audit support + handover
(Exact planning to be refined during Phase 1.)    

Confidentiality and compliance
– The consultant will access sensitive organisational and security-related information and must sign relevant confidentiality undertakings.
– All produced deliverables become WOAH property (unless otherwise stated in the contract).
– The consultant must comply with WOAH security policies and data protection requirements.

Qualifications and Experience
– ISO9000/9001 Auditor and Implementor certification

Required Skills
Mandatory
– Demonstrated experience delivering ISO/IEC 9000/9001 programmes end-to-end (including audit readiness and certification support).
– Strong hands-on ability to structure documentation and evidence.
– Intrinsic knowledge of and experience with QMS approach
– Excellent facilitation and stakeholder management (business).
– Fluent English and French  

Desirable
– Experience in international organisations / public sector / multi-country governance.
– Knowledge of related practices (risk management).
– Familiarity with audit practices and continuous improvement frameworks.

Working conditions
Budget: offer should not exceed 15 000 EUR over 6 months
Duration: 20 days over 6 months
Start Date: (indicative) June 2026
Location: Hybrid (Paris-based workshops)    

Proposal submission requirements
Bidders should provide:
1. Understanding of the assignment and proposed approach (max ~10 pages).
2. Workplan with phases, deliverables, and effort estimates (person-days).
3. CV highlighting relevant references. Similar project references (ISO/IEC 9000/9001 ).
4. Financial offer (rates, estimated total effort, assumptions, expenses). Daily rates for a maximum up to 20 days over 6 months not exceeding a total of 15 000 EUR.
5. Risk/assumption register (key risks and mitigations).  

Evaluation criteria (indicative)
– Relevant experience and references (ISO/IEC 9000/9001): 40%
– Methodology, workplan realism, deliverable quality: 30%
– Skills and availability: 30%
