Call for experts to join the ad hoc Group on the evolution of the Competency and Curriculum Guidelines for Graduating Veterinarians (‘Day 1 Graduates’)

The purpose of the ad hoc Group on WOAH Competency and Curriculum Guidelines for Graduating Veterinarians (hereafter the Day 1 AHG) is to evolve the WOAH Recommendations on the Competencies of Graduating Veterinarians (‘Day 1 Graduates’) and Veterinary Education Core Curriculum, produced over ten years ago, to support a new shared understanding of minimum or baseline veterinary education guidelines  to ensure competencies needed in day-1 graduates for delivery of public good functions of Veterinary Services (including Aquatic Animal Health Services), globally. It will support the development of Members’ minimum standards of veterinary education (minimum adequacy across national institutions) that align with current global scientific knowledge, recognised societal needs, and standards in animal health and welfare. It will also support greater global comparability of veterinary qualifications. 

The ad hoc Group is convened under the authority of the Director General of WOAH. 

The Day 1 AHG should be composed of internationally recognised experts who are highly motivated and committed to advancing competency-based veterinary education. As WOAH continues to promote diversity inclusion, the membership of the Group should ensure balanced and adequate representation across its five regions (Africa, the Americas, Asia and the Pacific, Europe, and the Middle East), and gender. 

The ad hoc group working language will be English. Further information about the ad hoc group’s purpose and responsibilities are available in the Terms of Reference.

– Define educational standards, requirements, competencies and curricula in the veterinary domain, at national and international levels. 
– Develop competency-based frameworks and curricula for veterinary education. 
– Harmonise and apply educational outcomes with international qualification frameworks (e.g., EQF), ensuring global relevance and comparability. Integrate regional perspectives and adapt global standards to local educational and professional realities. 
– Define and anticipate future needs for the veterinary profession and integrate emerging trends such as technological advances, One Health challenges, and global mobility into forward looking educational frameworks.   
– Ability to work constructively in diverse, multidisciplinary, and multicultural teams. Gentle leadership and decision making, respectful communication, collaboration and teamworking. 
– Dialogue facilitation, reconciling differing viewpoints, and achieving collective agreement through inclusive and respectful discussion. 
– Ability to contribute to consensus-driven drafting of collective documents. Critical thinking. Lifelong learning approach and mindset. Time management. 
– Advanced proficiency in English (listening, reading, speaking and writing). 
– Excellent analytical and writing skills. 
– Dedication to advancing the shared goals, prioritising global and long-term benefits over individual or institutional interests. 
– Attend two three-hour meetings per month, on average. Meetings will take place approximately along 15 months. The ad hoc group is expected to be launched in Q1 2026.  
– Draft or review reports, expert consultation documents, guidelines, standards and other relevant technical documents outside of meetings. 
– Provide expertise on an honorary basis beyond meetings as or when necessary. 
– Participate in a face-to-face meeting in WOAH HQ in Paris, France, in late 2026/2027
